City carriers taking over our territory

Please read this as in our office the City union is now trying to take over our territory.  One house got knocked down and they are to build about several homes.  The house that got knocked down was a rural route deliverly.  They City union is now trying to clame that any NEW TERRITORY EVEN IF RURAL IS NOW THERE'S.   Has anyone out there heard anything about this.  Thank goodness in my office My station manager, and the supervisors are on our side and don't agree with this.. To Postal Texan who for some reason can't find the link to contact you do you know about this.  The City is claiming they made an agreement with the postal service. I Contacted the Rural union and they were never contacted.  I saw something on a site to this nature but scrowing down thru all the mess I think it was deleted.  Can anyone help.  Thank you
