Chistmas Overtime

In the contract, we are afforded the opportunity to earn Christmas Overtime based on the hours we work for the week, at the same time supervisors are directed to make sure we don't earn the overtime.  There seems to be a contradiction here that needs to be addessed.  Why give carriers a false hope of earning extra money due to conditions based on weather and mail volume, only to have managers work just as hard to keep them from earning that money?  It seems that this part of the contract needs to be amended or left out.  The only time I ever hear from my supervisor that I am over my evaluation is during this period.  The rest of year nothing.  If it appears we will be over our weekly evaluation, the supervisor will give a "bump" to one of the subs during this period, and not the rest of the year.
