How can I change the volume of a song already on my hard drive please?

When I play it in Audacity, I can't figure out how to increase or
decrease the volume level so I can try and make all my songs the same
level.

Try the amplifying function. That will bring it up to 0 and probably not
clip the audio. good luck.

The amplify or deamplify (is that exists) plugin.  Or optionally the
gain slider on the tracks.

I think the normalizer plugin is what you're looking for here...

When editing songs in Audacity, select the particular
song (CTRL+A or click anywhere in the left most area)
Once the song is selected, from menu pull down Effects
and select either Amplify ... or Normalize ...
Remember Amplify makes the song to 0db, whereas
Normalize sets the song to -3db -- and save the songs
again.

Effects are greyed out whether I'm playing a song or not on my
Audacity ver 1.2.3   I'm running a 2.8 GHz CPU with 512 Meg of RAM on
Windows XP.

Remember, Audacity can do ONE task at a time. When you
are playing a song, EFFECTS will be greyed out. If you
need to apply EFFECTS, first stop the song playing,
then select the song [CTRL+A], then apply the effects.
(If you don't select the song, effects will be greyed
out, too)

You also need to read the manual, before you do
anything first:
