No, it should work, unless your preference settings for keyboard
shortcuts are corrupted, or unless this is the first time you have
run Audacity and are using a language other than English. In that
case the shortcuts will not work if they have been translated (for
example, translating "Spacebar" to the equivalent in the local
language).
Try first of all clicking Edit > Preferences and click on the "Keyboard"
tab. Click the "Defaults" button, then "OK".
If that does not help, edit the audacity.cfg settings file in a text editor
and remove all the content except the line "NewPrefsInitialized=1".
This will reset your 1.3 Preferences and may resolve any conflicts. See:

the language to English before the above steps, and back to the local
language after them. Also please tell us the language where this was
happening.
