Can someone translate this Portuguese phrase for me?

If anyone could translate the above phrase id be very grateful. Not sure how accurate it is.

I think the Portuguese is slightly wrong.  It would seem to me the person is say "Congratulations! I will telephone you soon, hugs" but the verb is written wrongly? Vou-te telefonar  would be I will.  Also, the word Abraço (hug) is a normal greeting, like regards, for a memo, email etc.
