CPE Specification 2.0 - release candidate

We have reached Release Candidate for version 2.0 of the CPE
Specification.  For a copy of the spec please see:

http://cpe.mitre.org/specification.html

The entire matching section has been finished.  Thanks Neal!  Also
provided is some java code to use as a matching example.  This sample
code is available on the CPE web site.

The official release of the 2.0 spec will be Friday September 14th.  We
will also be working on the release of the official CPE Dictionary at
that time.  We will keep everyone updated.
