Budget Hours?

Has anyone heard of rural carrier hours budgeted?? Today our PM told us that he was given a budget of so many hours for us rural carriers...(below our evaluated hours) ... When I inquired about it he got irritated and said well the city carriers are evaluated....is this something to be concerned about??  Why did we go through a count if he is given a budget for us?

I would be more apt to believe that he was given a goal for his PFP bonus.  I've never heard of a rural budget for hours.

Everything is budgeted; rural, clerk, city, supplies, rent, utilities, etc. Get somebody to pull the GL FPR report for your office. You'll be amazed at how unattainable the goals are. They always budget less hours than what is actually earned. That way they can ensure the goals can not be met & they will not have to give the postmaster much of a salary increase. They paid out some rather hefty increases the 1st few years of the pay for performance package but now they have doctored they goals to the point that only the really big dogs (PCES) get any payout for meeting goals.

This is one of the reasons I always tell my PM to be kind us during a count.  When they dole out the budget we have a shot at making it if they have given us a fair count, if not, they are never going to make budget.  Cut our throats now and pay for it later yourself.  Some listen, some don't.

To rephrase the question....can a PM make route changes based on his budget?

Can you give the specifics? What changes are being considered? For example - If they can absorb an aux route by dividing it among the other routes they would capture the fixed time that was earned by the aux. 30 min for mail withdrawal, 30 min personal, 20 min stamp stock, 18 min unloading, 6 min scanner set up; that's almost 2 hours a week right off the top of my head. That would be close to 100 hours a year.

Give us the specifics and somebody on here will try to help.
