Bizarre permissions problems, particularly with index.htm[l]

Hi All,

I thought I was starting to understand permissions, but I've been seeing
some things which I really don't understand.

Plone 2.1, Zope 2.7.7-final

The permissions vary depending on which user.
ADMIN: an account with Manager privileges
EDIT: an account with Owner and Reviewer privileges (actually for a
script, but that's by-the-by)
I have enabled short-name editing and both accounts have this turned on.

1. I can't create anything as index.html or rename it to index.html.
2. I can't create create a page and set the short-name to index.htm as
EDIT, but I can create something else (including index_html) and then
edit it (/edit)and change the short-name to index.htm.  I can create
index.htm as ADMIN.
3. If I go to folder contents page, select some pages and click on
rename, as ADMIN I can alter the short-names, but as EDIT I get a
message saying this isn't allowed.

I have checked through the permissions in the Security tab on the Plone
site, and I can't see anything which seems to relate to this.

Default pages are set up to index_html, index.html, index.htm and
Frontpage

Can anyone shed any light on this?  The fact that index_html works means
it's not a showstopper for me, but it's certainly strange.

index.html is reserved and you can't use it.

If you want to create a default document/template/script called in a folder, use index_html instead.
