Bilingual site / LinguaPlone - not sure if that's what I need

Hello there!

I'm trying to have my site setup as to let people choose the language they want. Now, LinguaPlone seems to be detecting your browser's language and showing you only what fits.

I'd like users to choose between french or english and not have the system force them to anything regardless of their browser's language.

What tool should I use ?
