Back RCA pay

I was wondering if you have any ideas on how to get some kind of compensation for all the RCA time that one has when they make regular carrier? I have been a regular for 2 years now, but was a RCA for 19 (yip, 19) years.

I guess I could give you my idea.....since the post office has every hour you have ever worked for them, seems like time could be added up and for every 2080 hours you  have worked call it one year. If  there needs to be some kind of monetary payment one could probably worked out, similar to "buying" your time prior to 1987.

It would take an exception to federal law, which in my opinion would be justified, but would be so clearly targeted to a such a small group of voters, I doubt we could find a politician to carry our case forward. I gave up 7 years myself, sometimes it just sucks to be us, hurts more when nobody cares.

Last year I was FORCE to re-attend new employee orientation ( after eight years) again during mail count.  Jay the Baltimore based HR personnel insisted that RCAs could indeed apply their time when they made regular.  

When he was unable to find the form he gave me a number to call at the Joint thing-a-bob in North Carolina.  The woman who answered the phone, said EVERY OTHER FEDERAL employee who was not a career employee when they make full time or apply for another federal job can apply their non career time except for RCA with the USPS.  The NRLCA put in their contract to deny all RCA after 1980 something the ability to apply that time to their careers.

He was ill-informed, unless I missed something, we can't, except for some time limited ability to "buy back" our time, which may or may not be cost effective. I looked into it when I went regular, and the numbers didn't work for me.
I was not a National officer in 1980, the decision was wrong headed, and I can't tell you why it was made.
