Hi,
He was ill-informed, unless I missed something, we
can't, except for some time limited ability to "buy back" our time, which may or
may not be cost effective. I looked into it when I went regular, and the numbers
didn't work for me.
I was not a National officer in 1980, the decision
was wrong headed, and I can't tell you why it was made.

Last year I was FORCE to re-attend new employee orientation (
after eight years) again during mail count. Jay the Baltimore based HR
personnel insisted that RCAs could indeed apply their time when they made
regular.
When he was unable to find the form he gave me a
number to call at the Joint thing-a-bob in North Carolina. The woman who
answered the phone, said EVERY OTHER FEDERAL employee who was not a career
employee when they make full time or apply for another federal job can apply
their non career time except for RCA with the USPS. The NRLCA put in
their contract to deny all RCA after 1980 something the ability to apply that
time to their careers.
