NON BINDING

DOCUMENT TO BE AMENDED: ARTICLE, SECTION, PARAGRAPH P-603, M-38

WHEREAS: Following route adjustments caused by mailcount results, times over the hourly division points are not included as "bank time"

BE IT RESOLVED:

that any over the required amount for a route classification be designated as bank time towards the next hourly increase.

INTENT OR REASON FOR CHANGE

Based on the current method of time accounting following route adjustments due to mailcounts, ot is possible that the affected route could be working within seconds of an hourly increase, and be forced to work that extra 59 minutes per week until the next route evaluation. Given that regular mail counts occur annually, it is possible that the extra almost 52 hours of work in nonpay status will affect the 2080 worknours standard. The present system almost guarantees that all carriers start off the new evaluation with at least some non-pay time, from a few seconds to an hour. This defeats the purpose of the mailcount as it relates to a fair days pay for a fair days work.

As usual Joe, you have an excellent proposal.  I have long wondered and observed over the years as to why we absorb minutes and hours over each year.  Couple that with the massacre that annually occurs at count and now we are really absorbing a lot.  I am a firm believer in adding any additional amount of time to our evaluations.  That "hour" adjustment is preposterous and we all have 'sucked up" way too much time on our respective routes over the years which equates to "free work"  When will we ever learn ?
