ISSUES AUTOMATION

WHEREAS: The USPS intends to implement FSS, which will require delivery from an additional mail tray, potentially creating safety issues for carriers utilizing POV's
BE IT RESOLVED: that the classification of mail known as boxholders (simplified address) be eliminated, and those mailings be required to be addressed by the mailer.
INTENT OR REASON FOR CHANGE The implemantation of FSS will require rural carriers to accomodate yet another tray of mail to be worked on route. The potential for creating unsafe driving conditions is greatly increased. City carriers, as they carry a bag to deliver from, do not get the boxholder mail as do the rural craft. Having those items as "caseble mail" will prevent the need for an additional mail tray to be worked out of in a POV, in addition to the FSS tray, reducing accident potential
