Add extra translations to "plone" i18n domain

     I write a Plone products in Plone3.1.6 and zope 2.10.5. I created new workflow with some new states and transitions, so I need to translate them to others languages not only English.So I want to add some new (msgid) and (msgstr) to translate my new states and transitions.
    I've read an acticle by Maurits van Rees and do like below:
    Copy 2 files plone.pot and plone-de.po from PloneTranslation and paste to my product's i18n  directory. Cusomize them to add a new msgid and msgstr:
        In plone.pot:  
               msgid "New Msg ID"
               msgstr ""
        In plone-de.po:
               msgid "New Msg ID"
               msgstr "New Msg ID in German"
    And call it from a template like:
        <div i18n:domain="plone" i18n:translate="New Msg ID"> New Msg ID </div>
     But it's doesn't work, so any one have any ideas?

Unfortunatelly, even some of the existing msgid's are not translatable or they work differentelly for some reason. I got into it working on Russian translation.
Just for example here they are:

label_effective_date
label_include_contained_objects
heading_group_memberships_for
heading_search_groups

Also I tried to translate PloneHelpCenter Product, but in didn't work for me either.
It would be intresting to hear any explanation about these issiues. I am not sure but possibly they have same reason.

Hi Alexander,

These strings you mention are marked as fuzzy in plone-ru.po, so it's
normal you get the english for these strings.
If you edit the file with Kbabel, edit the msgstr, add a letter, then
delete it to unfuzzy the msgid.
