Ok need help with this one.  We understand the MOU.  We just had a route go up for bid.  We assumed and were told the residual route would stay vacant pursuant to the FSS MOU.  Then they awarded PTF #1 the residual route.  She even received a letter dated Oct 27th, 2009 that reads:

I am pleased to inform you that you have been assigned to rural route 22 as a regular carrier effective Nov 7th, 2009.  Please complete the enclosed ps form 4015D rural carrier agreement to terminate guarantee and return it to me at your earliest convenience so that we can complete your paperwork in a timely manner.

She did this, signed whatever they wanted her to sign.  Now today, Nov 4th, she was told that no, she doesn't have the route and will stay a PTF because of the FSS MOU.  My problem with this whole situation is the fact that they DID award the route to her.   Once awarded, how can they take it from her?  And our steward agrees with the post office on this.  I would agree about holding the residual route due to the MOU, since we are within a 50 mile radius of offices going FSS.  But then they never should have awarded it to the PTF!

If anyone knows if and how she could grieve this, please respond.
