Change the 204B assignment from an indefinite time frame to 6 months. At the end of 6 month, the carrier wither returns to the route or the route goes up for bid.
WHY DO YOU WANT TO CHANGE IT The current program punishes the other carriers in the office, both regular and subs. The 204B is a management position and the union by not changing this time frame is allowing one carrier to benefit at the expense of the entire office.
