The 2008 Christmas period for rural carriers begins Saturday, December 6, 2008 (Week 1, Pay Period (PP) 26-08), and ends Friday,
December 26, 2008, Week 1 of PP 01-09. During this period, certain timekeeping and pay rules apply. Timekeepers, including postmasters,
supervisors, and other employees responsible for rural carrier time and attendance recording, should become familiar with Article 9.2.K.,
Christmas Allowances and Procedures, of the 2006 USPS/National Rural Letter Carriers’ Association (NRLCA) Agreement."

Now, now SS,  it IS possible to get in a little OT.   Just have your LLV break down on Friday afternoon when there are no subs available to take out the route.  Of course,  eevn curtailing packages won't help at that time when you have to WAIT for a tow into the station, unloading, waiting for a vehicle, reloading and then going back on the road.   LOL
Of course, the higher ups didn't like it, but ....my answer is, it's THEIR vehicle and their brilliant idea about NOT fixing what we write up for the nth time.

I did laugh one year, they sent me home early and borrowed a sub from another office to take out the route.  Well, that sub did NO packages or accountables.   I refused to do them the next day.  Told them to get a sub in to deliver them cause they wouldn't let me do it on OT, so it's not my problem.  I think a city PTF ended up delivering them.

This was type written and handed out to us the other day concerning the Christmas Overtme Period:

2008 Christmas Operations - Christmas period - December 6 - 26th

1. Start times - start times will be established based the route's mail arrival,
evaluation, office time. Routes that are waiting for mail will be changed

2. Standard volumes (flats) during the Christmas period are significantly reduced
requiring less office time. Again, start times will be adjusted to reflect operating
conditions

3. Overtime - unless authorized in advance there will be no OT. All OT must be
pre-approved directly by the Postmaster

4. Auxiliary Assistance - Routes approaching OT during the week may be provided
assistance as follows:

    a. Regular carrier may be scheduled to deliver route only
    b. Regular carrier may be scheduled to case route only
    c. Regular carrier may be provided assistance on a case by case basis - with
      pre-approval by Manager only

5. Parcels

    a. Auxiliary Assistance for parcel delivery is not authorized
    b. Additional mileage (2nd run) if necessary and authorized will be
       compensated

6. P.M. Casing

    a. No route may case mail in the P.M. past their daily evaluation without
specific authorization from the rural supervisor
    b. This will be in effect throughout the year

7. PS 4240

    a. Please write down all breaks (smoking, coffee, cell phone, schmoozing)
        on your 4240
    b. Time entries are to be made on your 4240 as they occur

8. Curtailment of mail

    a. Not all of the standard mail needs to be cased and delivered every day
    b. If you are unable to make your daily evaluation then you are to ask your
        supervisor for instruction

9. Subs on the route

    a. Subs are expected to provide a full day of relief for the regular once they
        are proficient on the route

I love it when management is so concerned about our welfare (HA!)Photobucket

where are you from Falcon?  just wondering how soon before our office insitutes something like this... they truly have no idea how delivering parcels can take so much longer for street time and going over evaluation.

Why does Christmas OT exist while Christmas OT actually DOES NOT exist? Did Postmasters put all this in writing so they have an exuse for THEIR bonuses, since i do not see any benefits here for carriers...?

Get this!  My supervisor (IQ questionalble) told me I am over my weekly evaluation and I am to delay reporting to the office 4 hours while my sub cases the mail.  I am expected to deliver after he is finished.  I tried to convince her otherwise and she was visibly irritated and told me that the decision is final and is the best solution.  I know that she is concerned of getting heat from higher ups and let the poo flow down to me.

Does anyone else think that this is sheer lunacy?

My steward suggested (unofficially) to call in sick.  I don't think I can get away with it.  I even offered to take a day of annual, and she turned me down.

UPDATE:  I went in and found my case in a shambles and I had to spend some time to get things straighten out just to get ready to pull down. I spent a half an hour just for that and pulling down.  I also spent five hour delivering because of all of my dismounts and accountables.   I ended up delivering after dark.  I did not like that.  The more I think about all this, the more insulted I feel.  It seems an experienced carrier is treated with contempt by what supervisor is forced on us.  I seems that our experiences amount to nothing compared to the inflated ego and bonuses of managment.

If you take leave the 8 hours will count toward your overtime so she does not want that to happen.  I think they would be better served to have the sub carry a swing on the route but then they would have to pay EMA for the sub too.

Don't bet on that.   I got OT by working my relief day last Sat.    My sub had guard duty and there was no one left to cover.  They BORROWED a sub to do the aux route.   So,  they can use the RDWL when they need to.

believe me,  if I don't get paid, I WILL file with the department of labor.  I have it marked on my timesheet that it is to be code 3, which according to our contract, I have the right to use.   I won't get paid until the next check, but I WILL be paid or they will be explaining to both the labor depart and congress why I didn't.  However, we shall see.   Even before I worked, I asked if I would be allowed to use code 3 or 5 and was told yes.   Since I am on the RDWL, they don't have much choice.  If the NRLCA fails to represent, then I will also file against them.

Just a silly question on my part, but why did you take a code 3? As you know, a code 3 is 50% pay plus an X day that would have to be used within the pay period it was earned (only for this time of year mind you) and a code 5 is for 150% pay.
