This doesn't make any sense - partly because many of the valid MP3 bitrates
divided by two aren't valid bit rates, and mostly because of the way MP3 works.
When encoding stereo material, and not explicitly told it is two independent
channels, it encodes taking advantage of the similarity of the two channels
(e.g. send the sum and difference, difference is small compared to sum) to get
better quality or lower bitrate. So the mono export at half the bit rate would
generally sound worse than the stereo export, because this advantage is lost.

I think this needs documentation emphasising that it is the file bit-rate not
the channel bit rate, and leaving as is, especially now you can set the export
bitrate in the export dialogues (1.3.3).
