Initial Comment:
I related you a minor problem but sometimes important.
I use CDex when I tried to change the lowpass filter at
160kbs it's seems impossible to change this (cut of at
15598Hz).
When I use razorlame115 with lame3.96.1 I custom the
settings and even in 160kbs I don't approach 20Khz but
19Khz in cut off frequency.

I want to know if there is a way to imposed at personnal
cut off frequency per bitrate for personnal ripping :
128 kbs fc=16Khz
160kbs fc=20khz
96kbs fc=12khz
In a .ini file or .cfg file for the librarie and .reg for the
ACM.
In fact some software don't allow the complete
command using of Lame.
At this time I'm using Wingogo and Blacend.dll to avoid
this problem.
I have test this with a blank noise with audacity.
I have found that 800 points is the minimal value to
make a good cut off frequency for 20Khz ...
