SYNOPSIS

Some PCM wav files will case lame 3.97 to hang while encoding
with 50% CPU consumption consequence.
Affected modes:
--vbr-new
Affected bitrates:
<= 48
Affected Platforms: Linux, Windows

POC (tested on Gentoo Linux & Windows XP)

Sample command line:
lame --vbr-new -b48 -B48 dos.wav dos.mp3
Please note, that not all PCM files are affected.
